To Whom it may concern.

 

 On occasion, I still have a little trouble 
               with the who vs whom scenario.

                                I found this information helpful.

If you can respond to the question with “he/she,” use who.
        “Who went to the store today?" 
                "He went to the store today.” 
 
If you can respond with “him/her,” use whom.
         “With whom are you going on your date?" 
                    "I’m going with him.”     
                 
"To whom it may concern." "It may concern him." 
  
            Remember, who ends with a vowel, like he/she 
                      and whom ends with M like him.

Then there is weather, whether, and wether.
Weather: the atmospheric condition. 
Whether: expressing a doubt or choice between alternatives.
Wether: a castrated male goat.
